Although science has established addiction as a medical condition and treatment as effective, public misperceptions and lack of organized advocacy continue to negatively affect access to care. The purpose of this project is a planning process and initiation of a national campaign to build grassroots constituencies, including convening treatment consumers, advocates, and recovering communities, to work at local, state, and national levels to change the perceptions of addiction and addiction treatment. The goal of this effort is to change public perceptions, reduce stigma, and change public policy responses to alcohol and drug addiction. The hallmark of this activity will be a national congress, planned for fall of 2001, and an intensive survey of the various consumer, advocacy, recovering, and other groups that should be included. In addition, the grantees will work with major communications firms to commission market research and focus groups to aid in message development and result in a comprehensive campaign and organizing strategy. The campaign will be initiated and evaluated for feasibility for a long-term national roll out.
