Studying value-based health care purchasing

Value-based purchasing focuses on procuring the best quality health care at the most attractive price. Unlike price discount negotiations, which often disregard quality, value-based purchasing uses incentives to promote cost-effective, appropriate care. Beyond limited surveys, few systematic data are available regarding the extent of negotiating activities, use of financial incentives on contractual penalties, and impediments found with these approaches. This grant supports the efforts of survey researchers to work with the Foundation's Medicaid Managed Care Program's State Medicaid/CHIP Purchasing Institute and The National Health Care Purchasing Institute to develop two research plans. The plans will result in a proposal to conduct two surveys: one for state-level purchasers for Medicaid and SCHIP, and a second survey for private purchasers. Through a literature review and development work on the survey and sampling framework, necessary preparation for conducting these surveys can be completed. This project will be considered successful if the surveys and sampling frameworks are well developed and if they reflect the needs of both the Medicaid Managed Care State Purchasing Institute and the National Health Care Purchasing Institute in their aim to evaluate and improve their work.
