The purpose of this Health Insurance Reform Project is to: (1) provide ideas and direction for restructuring the Medicare program, including how the Health Care Financing Administration can use the enormous influence and leverage of the Medicare program to foster improvements in health care practices nationally; (2) develop options for assisting uninsured workers and their families to get coverage within the current policy framework; and (3) identify and assess the structural problems for access and quality regulation, and describe what new policy paradigms might be needed.
