Developing strategies to expand health insurance coverage

Approximately 16 percent of the non-elderly population -- 43 million individuals in 1999 -- lack health insurance. While this problem is well known, there has been little activity within the national policy community to address it. Even within the venue of a national election, this issue has played a supporting role rather than taking center stage in the political debate. The purpose of this project is to build upon the broad-based policy forum the Economic and Social Research Institute established for development, debate, and promotion of proposals to increase health insurance coverage in the United States. The principal product will be a diverse collection of policy proposals for expanding coverage opportunities, developed with the active participation of the advisory committee. This project will be considered successful if the proposals stimulate policy debate on expanding coverage and effectively inform cost and implementation issues that may hinder policy change.
