The National Strategic Indicators Survey 2000 measured key Foundation performance indicators to determine how to evaluate the progress the Foundation's program teams are making toward the achievement of their strategic objectives. The survey instrument and the scoring methodology were developed by the Foundation with expert assistance from the Foundation for Accountability (FACCT). This instrument was significant both for its pioneering of a new methodology and the information it collected. Using the Internet, supplemented by telephone and mail surveys, data were collected directly from consumers in areas such as clinical quality, experience of care, risk behaviors, and self-care. In addition to testing a quicker and lower-cost method of survey collection, the information offered insight from a consumer's perspective about health care for the general adult and adolescent populations, chronic disease populations, children with pediatric asthma, and patients with a terminal illness and their caregivers. The results of this survey will not only allow the Foundation to measure its program performance against the baseline data collected in 2000, but also provide important planning data for future study and analysis that may lead to new or improved programming. The purpose of this project is to: (1) refine the methodology used in the 2000 survey to administer a streamlined survey in 2001; and (2) extend a knowledge base of health care performance indicators that reflect the consumer's perspective, behavior, and knowledge, and assist the Foundation in using and disseminating appropriate information from it.
