Research on the status of caregiving and dependence in U.S. culture
The Foundation's Investigator Awards in Health Policy Research Program was designed to produce major works from senior and new investigators that would add to the health policy field's knowledge base.The modern welfare state is shifting its emphasis from addressing income insecurity through social insurance to addressing needs for direct physical and emotional care through a variety of laws, politics, and institutions. The purpose of this project is to develop a theoretical framework for understanding this new world in which care is both a widespread need and a major social enterprise. The project uses three innovative approaches: (1) it envisions care as a unified problem and looks for commonalties that transcend the standard analyses divided by populations and institutions; (2) it redefines care as a political issue instead of a technical service issue, and asks about the place of care in democratic society; and (3) it challenges the prevailing view of formal caregiving as just another kind of labor that can be managed by traditional corporate and bureaucratic methods. A book and several articles will be used to disseminate the findings from this project.
