Activities surrounding the Shelby Amendment and science advocacy

To further the Foundation's interest in addressing both the Shelby Amendment and the broader concerns identified as science advocacy, this program contract will provide funds for a series of activities to be conducted by Frederick R. Anderson, of Cadwalader, Wickersham and Taft, Washington, DC. Mr. Anderson assisted the Foundation with the comments RWJF submitted to the Office of Management and Budget as the OMB was developing Shelby Amendment implementation regulations. The activities to be supported under this contract include working with the Grants Management and Freedom of Information Act offices at the Department of Health and Human Services as they prepare to deal with Shelby Amendment requests; directing the attention of the recently formed Panel on Science, Technology and Law of the National Academies of Science to both the Shelby Amendment and other science advocacy issues; discussing these issues with Dr. Neal Lane, Science Adviser to the President; working with the Health Effects Institute to focus on these issues as part of its April 2000 annual conference; and assisting the Foundation in planning a meeting to consider next steps and future work in this area.
