The Foundation's State Coverage Initiatives Program was designed to help states develop and implement policies that expand access to health insurance coverage. This grant supports the development, implementation, and evaluation of a program to provide access to health insurance for all Rhode Island residents. The Department of Human Services (DHS), the lead agency for the grant, is required by law to develop a coverage expansion strategy. The primary model being considered would allow residents to buy into "RIte Care," the State's 1115 Medicaid waiver program, with premiums based on a sliding income scale. DHS will hire additional staff to support program design, such as premium levels, benefit structure, and other program features, and to evaluate the cost of the program to the State. Work during the latter portions of the grant will focus on conducting evaluation activities and recommending necessary program refinements.
