The Foundation's program, Communities in Charge: Financing and Delivering Health Care to the Uninsured, was designed for local communities interested in improving access to care for low-income, uninsured individuals by rethinking the organization and financing of local care delivery.The purpose of this project is to challenge local communities to improve access to care for low-income, uninsured individuals by rethinking the organization and financing of local care delivery. The objectives of this project are to: (1) improve access to care for uninsured and underinsured persons; (2) encourage more communities to rethink how they finance and organize safety net services to be more efficient and user friendly; and (3) raise the visibility of the problem of the uninsured.
