Monitoring and evaluating the State Children's Health Insurance Program (SCHIP)
The purpose of this project is to monitor and evaluate implementation of the State Child Health Insurance Program (SCHIP). To conduct this study, the Foundation will support the health portion of the National Survey of America's Families (NSAF). NSAF is a valuable survey which collects a wide breadth of family information, including that on health, access, and insurance. It oversamples low-income families and allows for estimates for 13 states and the nation. Evaluation of SCHIP will take two approaches. First, the researchers will conduct case studies to assess the design and adoption of SCHIP by states. Second, the researchers will use a quasi-experimental design with pre/postcontrols based on survey data. The survey data is from NSAF supplemented by the National Health Interview Survey. Findings will be disseminated in project reports, Urban Institute Occasional Papers, articles in professional journals, and on a Web site.
