The Foundation's Local Initiative Funding Partners Program was designed to establish partnerships between the Foundation and local grant makers in support of innovative, community-based projects that improve health and health care for underserved and vulnerable populations. The purpose of this project is to expand the capacity of the community to develop individualized service plans that divert first-time offenders from further involvement with the justice system. This approach is modeled upon the 1997 Presidential Youth Summit which identified five key resources necessary to healthy development: mentor, nurture, protect, teach, and serve. The objectives are to expand youth development and substance abuse prevention activities, build upon local mentoring initiatives, and provide vocational and recreational opportunities.
