The Foundation's Substance Abuse Policy Research Program was designed to provide support for investigators to conduct policy research on a variety of subjects directed at helping the country reduce the harm caused by substance abuse.The Massachusetts Board of Higher Education (MBHE) voted in favor of banning alcohol at all Massachusetts state colleges and universities. Their recommendation must be approved, implemented, and enforced by each individual college. The goal of this project is to study the process involved in trying to ban alcohol on college campuses, and to determine the initial reactions of college officials, students, and alumni. Interviews will be conducted with members of the MBHE, college administrators, deans, and campus police and health officers. Questionnaires will be mailed to resident assistants, fraternity/sorority leaders, alumni, and a random sample of students. The investigators will: (1) determine what factors influence the degree to which colleges implement and enforce the ban on alcohol, (2) identify barriers to policy implementation, (3) design a rating scale for the college's alcohol control policies, and (4) determine whether there is variation among colleges regarding initial reaction in student attitudes and behaviors.
