The Foundation's State Coverage Initiatives Program was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes. The purpose of this project is to support efforts to implement three components of the landmark Health Care Reform Act of 1996 (HCRA). It will build on the analytic work already completed that supported the policy analysis and design components of HCRA's development. First, the project will support analyses and design refinement for the implementation of a major expansion of Child Health Plus, New York's state-only subsidized insurance program for children. Second, the grant will support analyses and development of options for refinement in the implementation of New York's new public goods financing pool for uncompensated care and graduate medical education. This expansion increases the age limit from 15 to 18 and includes an inpatient hospital benefit. Third, the grant will support the development of provider report cards to be used by insurance purchasers as authorized by HCRA. The objective of the project is to assist New York in implementing and refining its significant effort to expand coverage and make the health care market work more effectively for public and private participants.
