Technical support for the New York Medicare graduate medical education demonstration project

The Greater New York Hospital Foundation, Inc. (GNYHF), in collaboration with the Center for Health Workforce Studies (CHWS) at the School of Public Health, SUNY Albany, have received funds to provide technical support to the 41 hospital systems involved in the demonstration project. The technical services provided under this project will be: (1) helping hospitals to formulate downsizing strategies: to assist in these decision making process CHWS will conduct regional supply and demand analyses; prepare a hospital residency program profile for past and current residents; and, when requested, help each hospital develop a local process to determine which residency positions to eliminate; (2) assisting hospitals to develop resident replacement strategies: this assistance will include organizing meetings of the hospitals on the implementation of the demonstration, and sponsoring seminars on replacement strategies, alternative models for meeting service delivery needs, and recruitment of replacement staff; and (3) developing a clearinghouse function: the GNYHF will foster linkage among interested institutions through a clearinghouse of information about successful strategies developed by participants. Providing this funding will allow the Foundation to contribute to a ground-breaking demonstration that may become a model for reducing the physician workforce across the country. It will allow us to help shape the actual techniques used to down size, as well as permitting us a "ground floor view" of the process, which should prove useful for RWJF's program development.
