The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.This program contract will increase the sample size of the 1996 Employer Health Insurance Survey in the State of Minnesota. The survey will complete an additional 850 study interviews within Minnesota. This survey will provide vital information to the Minnesota State Initiatives project as well as information that will be used as part of the evaluation of this program. The survey has been designed to collect data through a single survey that will be used for multiple analytic objectives of the Community Tracking Study and the State Initiatives Program. Research Triangle Institute will modify the sample design, select the additional sample employers, conduct the study interviews using computer-assisted telephone survey methods, compute response-adjusted survey weights, clean the interview data, and deliver clean data files to RAND for analysis. The additional Minnesota interviews will be conducted in early 1997, toward the end of the survey data collection period.
