Planning a multi-site demonstration of substance abuse treatment program for hard to employ women on welfare

This grant provides support for the planning of a multi-site demonstration and evaluation program designed to help welfare recipients with substance abuse problems reduce drug and alcohol use and secure and retain gainful employment. The program will propose a new approach to substance abuse treatment that incorporates employment goals into the treatment program itself and will phase in greater participation in work-related activities as the treatment proceeds. The Phase II program, which will be implemented in two to five states, will combine drug treatment with job preparation in a comprehensive approach delivered by a unified service team. The Phase II research design will include both an experimental and quasi-experimental approach. The project should develop new innovative treatment models, and provide information to policy makers and substance abuse treatment and job placement professionals by testing the merits and limitations of this model approach.
