Focus groups and surveys for Cash & Counseling demonstration and evaluation program
The Foundation's Cash & Counseling program was designed to provide an expansion of a proven model of consumer-directed supportive services to more states, allowing thousands more older adults and people with disabilities to have choice and control over the care they receive.This grant supports a series of focus groups and a telephone survey designed to inform the Cash and Counseling Demonstration and Evaluation, one of the three components of the Independent Choices initiative. Focus groups will be conducted in New York and Arkansas, the two states selected for the Cash and Counseling Demonstration, to test various messages used to explain the program to potential clients. Information from the focus groups will be used in the development of an instrument for a telephone survey. Up to 3,500 clients will be surveyed to determine the level of interest in the cash option, and the characteristics of those who are and are not interested in it. A second phase of focus groups will be conducted following the survey, in which survey respondents will be asked about their perceptions and preferences regarding the cash option. Information gathered from this project will be used to develop marketing approaches and to target specific consumer groups. It is anticipated that such efforts will improve the chances of success of the Cash and Counseling Demonstration and Evaluation.
