Cash & Counseling

The Foundation's Cash & Counseling program was designed to provide an expansion of a proven model of consumer-directed supportive services to more states, allowing thousands more older adults and people with disabilities to have choice and control over the care they receive.Independent Choices: Enhancing Consumer Direction for People with Disabilities is designed to test an innovative approach to providing long-term care services: offering clients the choice of cash allowances for personal assistance services instead of case-managed service benefits. The Cash and Counseling program and evaluation, one of the interventions in this multi-component strategy, will support the implementation and evaluation of state programs that use this approach. Arkansas is one of two states selected to implement a large-scale "cash and counseling" program. This project will implement a new philosophy of service delivery involving consumer-directed personal attendant care. Over 2,500 selected participants will be given the opportunity to develop a personal assistance plan, personalized to meet his/her needs and preferences. A vital component of the program will be counselling support.
