Review of econometric model that estimates the costs of smoking

The Foundation's Tobacco Policy Research and Evaluation Program was designed to provide support for research and evaluation projects that will produce policy relevant information about ways to reduce tobacco use in the U.S., especially among children and youth.Under this program, the Foundation awarded a previous grant to the University of California, Berkeley, School of Social Welfare, to determine current costs of cigarette smoking to Medicaid programs. The intent of this latest project is to test the sensitivity of the model's results in terms of its reliability and its applicability to different populations. Specifically, the grantee will: (1) test for the effect of making simplifications to the model; (2) test the effect of using a non-linear probability model for smoking condition; (3) test and, if found, correct for heteroscedasticity and for possible resulting bias; (4) check and test the effect of the method for handling of proxy and missing data in the TUS and the CPS on smoking history variables; and (5) thoroughly document the model. The results of these efforts will be presented in a written report.
