Research on the effects of any-willing-provider laws

The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.This is a project to examine the effects of state Any Willing Provider Laws (AWP). The study will be conducted in five parts: (1) describe the nature of AWP laws to understand their enactment and to predict their spread; (2) estimate the effect of AWP-pharmacy laws on prescription drug prices paid by HMOs and PPOs; (3) estimate the effects of AWP laws on the number of participating providers in managed care firms and on the administrative costs of expanded participation; (4) estimate the effects of AWP laws on managed care firms' market penetration; and (5) estimate the effects of AWP laws on health insurance premiums. Proponents of AWP laws argue that they have the potential to expand the number of providers included in managed care networks, thereby increasing consumer choice. Opponents argue that they inhibit the ability of managed care to reduce health care costs by forcing the health plans to give up some control over the panel of providers. The objective of the study will be to better understand the impact of AWP laws on the growing managed care industry.
