The Foundation's Substance Abuse Policy Research Program was designed to provide support for investigators to conduct policy research on a variety of subjects directed at helping the country reduce the harm caused by substance abuse.Under this grant, researchers will conduct legal analysis on the regulation of cigarettes and smokeless tobacco products as "medical devices." Questions to be addressed include the applicability of federal laws to tobacco products and the constitutionality of advertising restrictions.
