Evaluation of reforms of the market for individual insurance coverage in New Jersey

The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.The purpose of this project is to conduct a three-part evaluation of the Individual Health Coverage Program (IHCP), reforms of New Jersey's individual health insurance market, implemented in 1993. They will examine who enrolls in the individual policies, what aspects of the reforms most influenced their choices, and what key players perceive as the strengths and weaknesses of the reforms. They will gather information from interviews with state officials and insurance executives and from a survey of 1,000 enrollees in the IHCP. In addition, they will analyze data from the New Jersey respondents to the 1993 National Health Interview Survey, the 1995 Current Population Survey, and insurers' quarterly reports. Using these data, they will compare the characteristics of the sample of enrollees surveyed with those of the general population in New Jersey. The objective of this evaluation is to provide policy makers at the state and national levels who are considering insurance market reforms similar to those in New Jersey with information about how well these reforms have allowed New Jersey to meet its goals for the program.
