State Leadership Policy Forums On Community-Based Family Support Services

The purpose of this project is to convene two successive state leadership policy forums on systemic reforms necessary to improve state (and state-federal) services for families and children. The forums will focus on measures to integrate services and related funding among the multiple state agencies involved in servicing families at the community level. The project will give particular attention to interagency policy mechanisms to strengthen local family support center programs. Family support centers are rapidly emerging "grass roots" organizations specifically designed to develop and manage comprehensive family-child service programs within local neighborhoods. One of the most difficult challenges they face consists of the rigid and inflexible policy structures governing the state and state-federal agencies and programs essential to their goals. A number of states (e.g., Maryland, Colorado) are beginning to undertake policy reform initiatives aimed at making state agencies that are responsible for families and children more responsive to the needs and goals of local community programs, including family support centers. The goal of the Center for The Study of Social Policy is to accelerate and intensify state policy initiatives of this kind.
