Mapping the changing terrain of health care and Medicare reform
This project includes two separate, but related, components. The first component will be the development of four to six "terrain maps," reports describing important emerging practices in health care/insurance markets that have significant implications for the future of private markets and for public programs such as Medicare and Medicaid which operate in those markets. Terrain maps help to identify potential future trends--before they become established--or market innovations that could be expected to become trends and analyze the upside and downside risks for consumers, purchasers, practitioners, and ultimately for public policy. This component will be closely linked to the Foundation's Health Tracking Initiative. The second component will be the development of a series of four to six papers and workshops on issues pertaining to restructuring the Medicare program in the context of what is happening in the health care/insurance markets and borrowing from the more successful innovations identified in the terrain mapping exercise. The goals of this project are to help advance understanding of the changes and innovations occurring in the health care/insurance markets and to examine policies for improving the performance of the Medicare program in a more market-oriented health care system.
