The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.This grant provides continued assistance to states supported under the State Coverage Initiatives program to develop and analyze specific health care financing reform options. RAND will continue to: (1) provide direct analytic assistance to states; (2) develop and disseminate State Health Expenditure Accounts methodology; (3) manage the employer and family survey effort; (4) design an Insurance Market Simulation Model capable of forecasting the impacts of community rating and other insurance reforms, subsidies and other incentive programs for employers or individuals to purchase insurance, and voluntary purchasing cooperative strategies; and (5) focus on measuring the impact of three types of reforms on health care access and costs (interactions between state access initiatives and the private insurance market; impact of health insurance purchasing cooperatives; and outcomes of state insurance reforms). This grant will continue an essential part of the State Coverage Initiatives technical assistance effort as well as specific evaluation activities.
