Making the Grade: State/Local Partnerships for School-Based Health Centers

The Foundation's program, Making the Grade: State and Local Partnerships to Establish School-Based Health Centers, was designed to expand comprehensive health services for school-age children by funding school-based health centers that would be eligible for long-term support through state and local funding policies.Under Phase I of the program, 12 states were awarded $100,000 planning grants to support a 12- to 18-month planning period. Phase II was to provide 10 of these states implementation grants of up to $2.3 million over a four-year funding period. Program staff, together with the National Advisory Committee, concluded that few implementation applications were ready for implementation funding. The rapidly changing health care environment has made it difficult for most grantees to lay the policy groundwork vital to establish or strengthen state programs to support school-based health centers. Consequently, program staff, based on recommendations from the Advisory Committee, has decided to fund two states for immediate implementation and to invite six states which have made progress in their program development to apply for 12 months of additional planning funds. The State of Colorado was recommended for implementation funding.
