The Foundation's Investigator Awards in Health Policy Research Program was designed to produce major works from senior and new investigators that would add to the health policy field's knowledge base. The purpose of this project is to develop a conceptual framework to analyze the pro competitive (obtaining efficiencies in purchasing and providing health care services) and anti competitive (exercising market power or foreclosing competition from actual or potential rivals) impacts of the many changes occurring in the health care delivery system. This research will provide policy guidance concerning when to encourage consolidation/collaboration for efficiency reasons and when to prohibit consolidation/collaboration because of potential anticompetitive impacts.
