The Foundation's IMPACS Program - Improving Malpractice Prevention and Compensation Systems - was designed for states, health care organizations, and researchers for the development, demonstration, and evaluation of innovative mechanisms for compensating persons injured by medical care.Under this project, the Copic Medical Foundation will develop a no-fault administrative compensation plan that emphasizes quality improvement and injury prevention for the State of Colorado. The investigators will: collect baseline data on medical injury rates and compensation under the tort system; design and estimate the finances of a comprehensive program; develop model statutory language to create such a program; and prepare a plan to evaluate the effectiveness of the new administrative compensation scheme. This project carries a high risk because its successful outcome requires the building of a diverse coalition and because the demonstration project is technical, complex, and is likely to engender opposition.
