New York City-State partnership for primary care facility development

This project was designed to improve access to basic health services in New York City through a program focusing on planning, development and construction of new primary care facilities. This multi-foundation, city-state partnership effort will provide start-up support for a new independent organization, the Primary Care Development Corp. (PCDC) that will be responsible for the development of an estimated new 30 primary care facilities sponsored by private and public organizations in the City. The major responsibilities that the PCDC will assume include: (1) administering a revolving loan fund initially capitalized with $17 million of city resources, that will assist sponsors in paying for the up-front cost of program and facility development; (2) arranging for low-cost capital financing through the use of city credit support to finance $250 million in low-interest tax exempt bonds sold through the New York State Medical Facilities Finance Agency; (3) providing technical assistance to sponsors to secure all necessary approvals; and (4) assisting participating facilities in obtaining on-going operating support through enhanced third-party reimbursement rates and in the recruitment and retention of primary care providers.
