The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.This grant provides continued support to assist states supported under the State Initiatives program to develop and analyze specific health care financing reform options. RAND will continue to: (1) answer analytic questions and provide assistance to the 12 states as they develop their reforms and help the Alpha Center provide assistance to non-grantee states; (2) monitor the surveys of employers and families, which are presently in the field; and (3) develop the State Health Accounts in collaboration with the HCFA Office of the Actuary and modeled on the National Health Accounts. RAND will develop a monograph describing the State Health Accounts methodology and will apply the method in three of the State Initiatives sites--the method will then be widely replicable in other states. This grant will continue an essential part of the State Initiatives technical assistance effort and will help to build analytic capacity for health care reform nationwide.
