The Foundation's program, Free To Grow: Head Start Partnerships to Promote Substance-Free Communities, was designed to support selected Head Start agencies to adapt and evaluate innovative substance abuse prevention models that aim to strengthen a young child's environment, specifically the family and community.This grant provides technical assistance and direction support for the Foundation's initiative, Free to Grow. The budget includes quarter-time salary for Judith E. Jones, Director; full-time salaries for a deputy director and administrative assistant/secretary; and support for a core, multi-disciplinary group of consultants that includes experts on substance abuse prevention and treatment, early childhood education and development, community organizing, and family support systems. In addition, the budget contains funds for identifying potential sites via systematic networking involving visits to relevant national and state agencies, associations, and conferences and to Head Start grantees; for selecting sites via proposal review, site visits, and National Advisory Committee meetings; and for technical assistance during the application process and to the one site already funded.
