This grant helps establish a new community health center in a public housing complex with 4,000 residents in Daytona Beach and will also support operational planning for the clinic, including the development of clinic policies and procedures, staffing patterns, referral agreements, and an operating budget. This project represents a model of collaboration between volunteer private physicians and other community providers to meet the needs of the medically underserved. Options for financing routine operating costs will also be explored. During the planning period, Halifax Medical Center will staff the nine-member board--made up of three representatives from the local medical society, as well as representatives of the target community, city and county governments, and the Fish Foundation--by providing the necessary administrative, accounting, planning, clinical management, and secretarial services.
