The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.This grant support has created a state Health Care Authority Board responsible for establishing global budgets for hospital and physician services, centralizing health planning authority, and overseeing all other health care regulation and data collection. Under phase one, the grantee will compare the advantages of using a single-payer versus a multiple-payer system to finance health care for all citizens. Either approach will be expected to include global budgeting of provider payments and creation of a public health care purchasing pool which will negotiate coverage for all state employees and their dependents, retirees of the state, employees of the university and state college system, local municipal employees, and Medicaid recipients.
