Expanding single-payer authority and planning health insurance reforms

The Foundation's State Coverage Initiatives Program was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes. This grant supports the establishment of a Task Force on Health Care Financing Reform which will expand the New York State Single Payer Demonstration Project, creating a statewide uniform claims processing and billing system for hospitals and physicians, and undertaking a number of insurance market reforms designed to expand access. The State will also explore physician payment reform as a means of controlling costs. Under phase one, the grantee will explore: (1) extending community rating beyond the small group market; (2) increasing provider participation in the single payer demonstration; and (3) developing a rate-setting strategy for physician payment.
