Evaluating RWJF's Fighting Back program (Phase 3)

The Foundation's program, Fighting Back: Community Initiatives to Reduce Demand for Illegal Drugs and Alcohol, was designed to provide support of community-wide efforts to reduce alcohol and drug abuse through public awareness strategies, prevention, early identification, and treatment interventions.This Phase III project will implement the evaluation of the Foundation's Fighting Back Program, and will describe the process, products, and outcomes of the community initiatives by seeking to answer the following questions: (1) What actually happened in the Fighting Back communities? (2) What are the best structures and processes for communities to utilize in order to create and sustain broad-based, productive coalitions? (3) To what extent did the initiatives create a single, comprehensive, coordinated system of public awareness (media), prevention, early intervention, treatment and aftercare? (4) To what extent were the interventions and programs developed state-of-the-art and tailored? (5) What kinds of technical assistance and other support do communities need? and (6) Was there a reduction in the demand for illegal drugs and alcohol, and in related health and crime outcomes? Data will be collected through site visit interviews; surveys of key organizations and leaders; MIS; general population surveys of adults and youth; and analysis of media, cost, and community indicators.
