Child health initiative for refugee/immigrant newcomers

The Foundation's initiative, Improving Child Health Services: Removing Categorical Barriers to Care, was designed to determine the feasibility of stimulating structural changes in how health services for children are financed and delivered. The San Francisco Department of Public Health will coordinate the child health initiative for refugee-immigrant "newcomers." They will update the 1990 Kellogg Foundation report on the health status of children in San Francisco with a focus on the special needs of "newcomers" (foreign born and in this country for less than 12 months, ages 4-12 with family incomes below 200 percent of the poverty level). Flexible financing mechanisms to serve the estimated 600 "newcomer" children will be developed and implemented (a complicated fiscal relationship between state and county governments). In addition, the project's case management function will also focus on helping families obtain access to existing entitlement programs.
