Survey of access and patient satisfaction of Maryland Medicaid clients

The purpose of this project is to evaluate an innovative project to increase access to and use of primary care for Medicaid recipients, the Maryland Access to Care (MAC) Program. The MAC Program will be implemented in the winter of 1992 under a federal Medicaid waiver. The investigators will determine whether the MAC is successful in reducing inappropriate emergency room use, avoidable hospital admissions, and Medicaid recipient dissatisfaction with care. To assess program effectiveness, claims data analyses will be supplemented by two waves of recipient surveys (n=700). The surveys will examine: (1) the appropriateness of services used; (2) what appropriate services have been foregone and why; and (3) recipient satisfaction with services received. MAC enrolled recipients will be compared to other Medicaid recipients who receive their care without the MAC intervention, mainly through hospital outpatient clinics, physician offices, community health centers and HMOs. It is expected that the study will determine the effectiveness of the MAC program and serve as a model study design for evaluating access-related outcomes of Medicaid experiments and program changes.
