This study will assess the potential of small business-oriented health insurance initiatives to increase coverage for the working uninsured. The study will build on the evaluation of the Foundation's Health Care for the Uninsured Program. First, a second-wave survey will be conducted in Tampa, Tucson, and Denver. Second, the survey will be conducted in four new communities: Flint, Salt Lake City, Tulsa, and Cleveland. Each of these seven markets is different, and the small business survey in each will offer new insights into the potential of innovative health insurance approaches. The survey will include approximately 2,300 businesses across the seven sites. The sample design will allow for both an assessment of new markets and an assessment of changes over time in the Health Care for the Uninsured projects. The survey, which will be conducted by mail with extensive telephone follow-up, will cover issues of health insurance and other benefits, wages, and firm characteristics and financial status. This study will examine market dynamics and private-sector only approaches to expanding insurance coverage.
