This grant supports the continuation of an independent assessment of the impact of the City of New Haven's model needle exchange program. Using a syringe tracking and testing system, the study will monitor how long needles remain in circulation before being turned in and will test for the presence of HIV proviral DNA on a sample of those needles. It will also monitor the number of needle exchange participants who enter treatment as a result of outreach activities operated by the needle exchange and will monitor client enrollment and demographics to detect sudden changes (new drug users). If the study proceeds as planned, additional Foundation support may be required to complete the University initiated study.
