The Foundation's program, Local Funding Partnerships, was designed to continue a matching grants program to establish partnerships between RWJF and local grant makers in support of innovative, community-based projects that improve health and health care for vulnerable populations. This grant provides partial funding for continuation of a program to help Hmong teens and their parents learn how to access preventive medical care and to help reduce the rate of teen pregnancy in the Hmong community in St. Paul. The program, which was developed by Hmong community members, builds on the experience the project has had during its first cycle of funding under the Local Funding Partnerships as a Teen Pregnancy Prevention Program. The goals of the program are: (1) to prevent first pregnancies in Hmong teens by providing them with the knowledge and skills necessary to make decisions about their futures; (2) to help Hmong teens who are parents prevent pregnancies; and (3) to help Hmong parents of teens to better understand the importance of delaying marriage and pregnancy. Incorporated into each of the goals will be teaching about access to health care services. The project has secured state and local dollars for program support. Local foundations will provide $130,000, state and local agencies $259,448, and the Foundation $90,000 over a two-year period.
