Comparative analysis of small vs large group health care use and costs

The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing. The purpose of this project is to enable the Pittsburgh Research Institute to collaborate with Blue Cross of Western Pennsylvania and Pennsylvania Blue Shield to compare the utilization and costs of health care services of small firms and individual subscribers with the use and costs of larger firms with similar benefits. To accomplish this, the grantee will: (1) identify and describe risk pools, including direct pay subscribers, small firms, and large firms which have similar benefit coverage; and (2) construct a three-year database, consisting of population-based data as well as utilization and cost data, linked for each subscriber and aggregated for each firm and risk pool.
