The Foundation's program, State Coverage Initiatives, was designed to help states plan and develop insurance market reforms, Medicaid reforms, and other significant health care financing and delivery changes.The goals of this project are to stimulate the consideration of health care financing reform options at both the state and national levels, and to assist states applying for support under the State Coverage Initiatives to develop viable options for reform. The principal objectives of the project are: (1) track and analyze trends, at both the state and national levels, in the numbers and characteristics of people with Medicaid, with private insurance, and without insurance; (2) simulate the effects of options for reform of state programs and regulations on the problem of the uninsured; and (3) disseminate the results through monographs and publications in the health policy literature and at Foundation meetings.
