Evaluation of Medicare's prospective payment system

The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.The purpose of this project is to conduct a study to: (1) assess the impact of PPS on hospital efficiency, characteristics of Medicare inpatients treated, and quality, process, and outcomes of care; and (2) conduct an analysis to ascertain the relationship between these items and the PPS profit or loss margin of hospitals at a point in time (1988), and over a three-year period (1988 to 1990) using both the hospital and individual patient as the point of observation.
