The Foundation's Changes in Health Care Financing and Organization program was designed to support research, demonstration, and evaluation projects examining major changes in health care financing.This grant supports a research project to assess the feasibility of analyzing the utilization and enrollment/disenrollment patterns of low-income, previously uninsured individuals in three health plans developed under the Foundation's Health Care for the Uninsured Program. These data will be compared with data on commercially enrolled individuals in the same health plans. The grantee will conduct a pilot study to: (1) test whether the necessary data can be collected by telephone survey from enrollees and disenrollees; and (2) determine whether utilization data from these three health plans are complete and comparable enough for rigorous analysis. The objective of this research is to determine whether there are significant differences between the groups in quantity and type of utilization experience.
