The Foundation's program, Improving Service Systems for People with Disabilities, was designed to strengthen the capacity of community-based agencies run by and for people with physical disabilities to create comprehensive systems of services for this population.Under this grant, the Rochester Center for Independent Living will undertake the planning necessary to: (1) stimulate development of locally determined independent living activities in several rural counties adjacent to the Rochester Center; (2) provide administrative back-up to these new extension offices; and (3) assist the extension offices in developing means to become financially self-reliant, through public (federal, state, and county) and private funding mechanisms. The Year I products will include a market or needs assessment and an implementation plan.
