The Foundation's Hospital-Based Rural Health Care Program was designed to strengthen the ability of rural hospitals to provide high quality care and to promote the financial viability of these institutions. This is a continuation of a Phase II demonstration grant under the Hospital-Based Rural Health Care Program. The objectives under Phase II of this project are to: (1) complete implementation of a cooperative-wide quality assurance program based initially on seven clinical indicators and extended to deal with issues at individual facilities; and (2) complete implementation of a financial bench-marking process of hospital department performance to identify improvements that can be made in member hospitals' operations (e.g., staffing levels, productivity, record-keeping).
