Feasibility of regional personal care attendants programs for the disabled

This project is to assess the feasibility of establishing a process for recruiting, training, and retaining personal care attendants (PCAs) needed by non-elderly, physically disabled people in the Washington, D.C., and surrounding areas. The potential attendants will include people from vulnerable population groups, such as developmentally disabled adults, retired elderly, impoverished youths, and immigrants. The project will: (1) examine the PCA needs of physically disabled consumers and specific problems perceived in employing PCAs from each of these population groups; (2) examine interests and constraints for potential PCAs from each vulnerable population group; (3) identify the general and population-specific sources of financing for PCA services to be provided by these groups; and (4) survey disabled people to determine their available financing for PCA services. If considered programmatically and financially feasible, the final activity will be program design.
