Mental Health Services Program for Youth

The Foundation's Mental Health Services Program for Youth was designed to improve mental health services for seriously mentally ill children and youth through the development of comprehensive service systems under the aegis of multi-agency, state-community partnerships that can make major changes in financing, organization, and delivery of services.This project is one of eight under the Mental Health Services Program for Youth. The main objective of the project is to develop a client-driven system where funds are used to meet the individualized needs of a minimum of 1,000 seriously mentally ill youth in Cleveland. Foundation funds will be used to develop the new organizational arrangements and provide start-up support for therapeutic foster care, case management, and in-home supported independent living socialization and respite services. Continuation funding strategies include: (1) expanded use of Medicaid through 1915 capitation option, (2) new state and local funds, (3) redeployment of funds through the integration of state and local mental health financing streams, (4) federal block grant funds, and (5) State Cluster program (interagency) funds.
