This grant supports a study to determine the feasibility of designing a long-term care insurance benefit for chronic care services delivered in personal care facilities. American Baptist Homes of the West (ABHoW) which owns and manages a continuum of housing and chronic care facilities for the elderly, has collected 15 years worth of data in the lifetime case records of 10,000 residents of its facilities. Data include: basic demographics; baseline medical history; length of residency in independent housing, in personal care, and nursing home care; and the costs of such care. In collaboration with AMEX, a major actor in long-term care insurance, and researchers at the Institute of Aging at the University of California, San Francisco, ABHoW hopes to prepare a public document assessing the feasibility of adding a personal care facility benefit to the array of covered services under prospective long-term care insurance plans. Grant funds will be used for: (1) data entry and analysis; and (2) the preparation of a report to be disseminated throughout the long-term care community.
