This grant provides a first-year, start-up funding for a primary care health center program targeted on indigent people without health insurance in Dover, New Jersey, and its surrounding area. The program will be staffed by volunteer physicians, nurses and administrative personnel. Hence, the annual funding level required to keep it open will be relatively modest, and should be within reach of local philanthropic giving. Leadership comes from Dr. Robert Zufall, a local physician who is retiring after many years of practice in Dover. He will serve as director of the project and his wife, Kathryn, will serve as office manager. Commitments have been obtained from approximately two dozen specialists to receive referrals at no charge or reduced fees, and they will admit patients to Dover General Hospital. The Hospital will accept referrals to its outpatient clinics and ER at no cost.
